Best Return on Investment: Munich Climate Protection Schemes

The city of Munich is determined to halving CO2 emissions by 2030. To this end, more than 100 partners have teamed up under the label "Munich for Climate Protection". The city administration, associations, scientists and politicians, the economy and the media work together to develop new ideas and practical strategies in climate protection. With its municipal Climate Protection Programme, the city presents itself as an example to follow, and its subsidies programme for energy efficiency is a success story of its own.

Over 50 Climate Protection Measures by 2012


Munich subsidises energy efficiency in new and existing buildings.

In 2004, Munich commissioned the Freiburg Institute for Applied Ecology to establish the potential CO2 avoidance if an active yet affordable local climate policy was implemented under current national framework conditions. The study revealed that a 50 per cent reduction would be possible by 2025 (baseline year 1990) and proposed efficient, locally available measures in the following priority areas: retrofitting of existing building stock, standards for new buildings, energy efficient appliances, changes in behaviour of users, and the promotion of cycling and walking as modes of transport. Although modelled on Munich, the study is more widely applicable to other big German or European cities. Munich's "Integrated Climate Protection Action Programme" helps to steer climate protection activities across departmental divisions and increase effectiveness and synergies. 55 climate protection measures – out of 200 – will be put into practice by 2012, and thereafter the "2013 Climate Protection Programme" will guarantee continuity.

Munich Subsidies Programme for Energy Saving (FES)

Munich has for many years been funding energy efficiency in private and commercial buildings. Subsidies cover a wide range of measures such as building insulation, heat generation and solar thermal systems. They start at 300 Euros and reach 50.000 Euros, e.g. for passive houses, in exceptional cases even 1 Mio. for large-scale housing developments. All measures must fulfil the "quality standards of the city of Munich". Citizens who realise innovative models and concepts are eligible for a best practice-scheme. Its success proves Munich right: investments triggered by the programmes are ten times higher than the subsidy input (cf. graphics), and CO2 emissions have dropped.
