14.03.2012 - On 14 March, the Commission presented the long-awaited Common Strategic Framework, following the Cohesion Policy proposals of 6th October 2011.
The so-called Common Strategic Framework (CSF) 2014-2020 is due to create a management system between EU, national, regional and local authorities for the coordination of different funds aiming to gather the same types of projects; “a one programming tool” for all structural funds, as it is stated in today’s press release.
The CSD’s investment priorities and key actions for programmes will not only be supported through the Cohesion and Structural Funds, but also through the European Agricultural Fund for Rural Development and the European Maritime and Fisheries Fund. Among the CSF funds, the ERDF fund, Cohesion Fund, EAFRD, can contribute to key actions in supporting the shift towards a low-carbon economy in all sectors and also in promoting climate change adaptation and risk prevention and management.
In order to achieve the pathway for reducing greenhouse gas emissions by 80-95% by 2050, principles contained in the “Low Carbon Roadmap”, the ERDF, Cohesion Fund and EAFRD can contribute to accelerating the implementation of EU legislation on renewable energy and energy efficiency, in particular the Energy Performance of Buildings Directive, the Energy Services Directive, the Renewable Energy Directive and the Strategic Energy Technology Plan. The key actions for the ERDF and Cohesion Fund will also contribute to achieving the EU framework for adaptation to climate change including objectives and actions.
The CSF will be adopted in final form only once the legislative package on Cohesion Policy Funds for the next Multiannual Financial Framework proposed on 6th October 2011 has been agreed by the European Parliament and the Council.
